That there be an association to be known as the "Bar Association of Hawaii," composed of persons licensed to practice law in this State, and except as otherwise provided in sections 217-2 and 217-11 of the Revised Laws of Hawaii 1955, as amended, membership in such association shall be a condition precedent to the privilege of practicing...
