William N. Pollard, an inmate of the Missouri State Penitentiary, brought this action against the warden of that institution by filing in the Circuit Court of Cole County a writing entitled "Petition for Declaratory Judgment". Plaintiff's petition is unskillfully drawn and contains considerable extraneous matter in the nature of argument and conclusions.
