The National Labor Relations Board has petitioned this court for enforcement of its January 5, 1966 order against Gulf Power Company, wherein it found that the Company had engaged in unfair labor practices in violation of Section 8(a) (5) and (1) of the Act (29 U.S.C. § 151 et seq.) for refusal to bargain with the Union.1 The issue we must decide is whether safety rules and safe work practices are mandatory...
