After the production and maintenance employees of the Baltimore Luggage Company voted overwhelmingly (96-46) in favor of designating the Intertional Leather Goods, Plastic & Novelty Workers Union, AFL-CIO, as their exclusive bargaining agent, the National Labor Relations Board so certified the Union. Baltimore Luggage, however, has refused to bargain with the Union because of certain racially-oriented appeals which the Company contends...
