This is an action brought by the New Rochelle Municipal Housing Authority for a declaratory judgment with respect to the liability of the Authority for the payment of Westchester County sanitary sewer taxes upon the portion of its projects declared by the Public Housing Law to be exempt from any and all State, county, city, village, town, school and special district taxes.
