The Authority (M.P.A.) seeks declaratory relief about the extent of its obligation to bear the ultimate burden of retirement and disability allowances and death benefits paid to or on account of certain of its former employees. These employees, for the most part, were formerly employees of Mystic River Bridge Authority (Mystic).
