McBRIDE, Judge.

Donna Cruse, Vincent Cruse and Michael Cruse, aged respectively 1, 2 and 3 years, are the illegitimate children of Cecil Monroe Cruse and 17 year old Ramona Louise Ollivier. On May 12, 1967, Salvador L. Licciardi, Chief Juvenile Probation Officer, commenced these proceedings by filing in the Twenty-fifth Judicial District Court for the Parish of St. Bernard a document reading as follows:
