Midwestern Developments brought this action to quiet its title against the City of Tulsa to a strip of land 60 feet wide crossing a certain quarter section in Tulsa. The complaint contained a second count in reverse condemnation. A claim of requisite amount arising under federal statutes provides the necessary jurisdictional basis.
