The determinative issue on this appeal is whether or not the record contains substantial evidence that the initial determinations were properly mailed to the claimant. In this regard the Attorney-General has on behalf of the respondent Industrial Commissioner conceded that the initial determination of September 4, 1959 is no longer at issue and the total overpayment charged to the claimant has been reduced by the amount involved therein....
