This is a companion case to Strother v. Thompson, 372 F.2d 654, this day decided. This appeal challenges § 135 of the Uniform Traffic Regulation Code of the City of Jackson, Mississippi.1 Appellants say that the Ordinance cannot be squared with Federal Constitutional standards and is thus void on its face.
