GORDON, Justice.

In 1962 David Lee Cradle, age seventeen, was brought before the Juvenile and Domestic Relations Court of the City of Norfolk for a hearing on two charges of armed robbery. Cradle was not represented by counsel at the hearing, nor was he told that counsel would be appointed if he could not afford to retain counsel. After the hearing the juvenile court certified Cradle to the Corporation Court of the City of Norfolk for trial as an adult on both charges...
