This contract case is before the court on cross motions for summary judgment. The parties have stipulated the facts — the relevant ones of which are included in the body of this opinion.

In 1953, the Government, represented by the Bureau of Ships, Department of the Navy, entered into a contract with Round-Woodhouse Chain and Manufacturing Company (hereinafter Round), for the delivery of a large quantity of chain and chain assemblies....
