Appellants, B & B Vending Company and six other owners and/or operators of billiard tables in the City of El Paso, brought this suit to enjoin appellees, the City of El Paso and its Councilmen, from enforcing Ordinance No. 2976 (Sec. 14-72.1-17 of the City Code).
