It is to be noted that the plaintiff is permitted by the city to carry on and does carry on, within the city, the business of towing disabled or other automobiles when requested to do so by the owners of the vehicles. We, therefore, do not have before us and we express no opinion as to the authority of a city to regulate or restrict the right to engage in such business or the charges to be made for such service.
