Lynchburg Traffic Bureau filed with the State Corporation Commission a petition praying that the Commission "declare the legal rate on `bulk ground limestone' moving in carloads from Buchanan, Virginia to Norfolk, Virginia via N & W Railway." The petition does not further identify the petitioner or indicate what its interest is in the question, or in what way or on what ground it has a right to institute or maintain the petition, which it labels...
