The nine protests here involved and consolidated for the purpose of trial concern the classification of certain padlocks, cabinet, or drawer locks, under paragraph 384 of the Tariff Act of 1930 (19 U.S.C. § 1001, par. 384), as modified by the General Agreement on Tariffs and Trade, 82 Treas. Dec. 305, T.D. 51802. They were assessed by the collector at 50 cents per dozen and 10 per centum ad valorem...
