This is a civil action brought pursuant to the provisions of the so-called Federal Tort Claims Act. The complaint alleges that plaintiff suffered serious personal injuries on September 27, 1964, when struck by an automobile negligently operated by Donald R. James, Jr., an enlisted man in the United States Navy, on Babbs Road, in Suffield, Connecticut, and further alleges that James was acting within the scope of his employment at the time...
