The Knoxville Housing Authority, Inc. brought this suit to condemn land in the 10th Ward of the City of Knoxville included in "The Urban Renewal Plan" adopted by the Knoxville City Council on May 21, 1963. The land in question was owned by Gerson Bush and had been improved by an apartment building.
