Plaintiffs, as taxpayers, brought this action against the City of Port Lavaca to enjoin the collection of their taxes. They alleged that the assessments against their property were discriminatory and illegal because large amounts of personal property, principally bank and saving and loan association deposits, were intentionally and arbitrarily left off the tax rolls and not taxed.
