In this condemnation proceeding the City of New York in March, 1963, obtained title to Damage Parcel 15, previously owned by claimant, through tax lien foreclosure. In May, 1963 claimant filed a petition with the Board of Estimate to redeem her title pursuant to section D17-25.0 of the Administrative Code of the City of New York, which empowers the board to grant such a petition "in its discretion".
