Benco Vending, Inc., the appellant, sells cigarettes at retail from vending machines which it has placed at 173 locations in Baltimore City and four counties. It has a headquarters, consisting of a warehouse, a shop for servicing the vending machines, and offices, on Caton Avenue in Baltimore.
