Vito J. Rossello, a prisoner at the United States Penitentiary, Lewisburg, Pennsylvania, instituted this action in the United States District Court for the District of Columbia. That Court entered an Order on March 31, 1966, allowing Rossello to proceed in forma pauperis, and by Order dated July 12, 1966, transferred the action to the Middle District of Pennsylvania.
