The three plaintiffs were suspended, without pay, from the Torrington police department by the chief of police and were thereafter ordered dismissed from the police force by the city's board of public safety, hereinafter referred to as the board. The board decided that the suspension was justified and that there was cause for the dismissal. The plaintiffs appealed to the Court of Common Pleas from the board's decision.
