Sec. 10.43, Stats., is entitled "Direct legislation." Under its terms a petition may be filed with a city clerk requesting that a specified ordinance or resolution "either be adopted without alteration by the common council of said city or be referred without alteration to a vote of the electors thereof." Such petition must have been signed by electors equal in number to not less than 15 percent of the vote cast in the city for governor at the last general...
