Shoppers Fair of North Houston, Inc. and Shoppers Fair of Texas, Inc., sued the City of Houston and others. They sought a temporary injunction pending a hearing on the merits. A temporary injunction was refused and plaintiffs have appealed. Plaintiffs alleged they operated two stores in Houston and, in accordance with Article 286a of the Vernon's Ann. Penal Code of Texas, as interpreted by our Supreme Court in State v. Shoppers World, Inc....
