This action was reserved by the Superior Court on a stipulation of facts requesting an answer to one specific question. That question is: "Does Section 9-167a of the General Statutes, as amended, apply to the Board of Tax Review of the City of Hartford?" The statute mentioned is the so-called "Minority Representation" statute, and it is obvious that an answer to the question propounded is sufficiently in the public interest so that this court is justified...
