This is an appeal from a judgment of the District Court of Hennepin County dismissing the complaint by which the plaintiff, a police officer of the city of Minneapolis, sought an order restraining the Minneapolis Police Department from suspending him from his position and a declaratory judgment determining that a certain Civil Service Commission rule and a certain police department regulation of the city are void as arbitrary, unreasonable...
