Effie Mae Lofgren, citizen and taxpayer of the state of Washington, brings this action, invoking the original jurisdiction of this court under art. 4, § 4 of the Washington State Constitution, to obtain a writ of mandamus directing the Secretary of State, as chief elections officer of the state, to refrain from placing Referendum Bill No. 16 on the ballot at the next general election.
