This is an appeal from an adjudication and order of the Insurance Commissioner of Pennsylvania revoking the licenses issued to respondent-appellant, Arnold Shore, as agent, broker and excess broker. In the adjudication which followed the hearings held by the commissioner, Shore was found to have violated sections 606, 607, 632 and 639 of The Insurance Department Act of May 17, 1921, P.
