This is an action in mandamus originating in this court on June 20, 1965, by the co-guardians of children of one Mary M. Myers against the Industrial Commission of Ohio. From admissions in the pleadings and from the agreed statement of facts upon which the action was submitted the facts appear as hereinafter stated.
