In 1949 Melvin J. Skipper pleaded guilty to charges of burglary and other offenses. He was sentenced to serve not less than five nor more than twenty years. Though he was subsequently released on parole, he was later reincarcerated for parole violations. In 1964, while serving the balance of his sentence, the superintendent of the prison where he was being detained petitioned the state courts pursuant to § 344...
