On and prior to the 7th day of August, 1960, the appellant Rawdon held an airman mechanic certificate issued to him pursuant to the Federal Aviation program authorizing him to perform periodic inspections on civil aircraft as provided in 49 U.S.C. Sec. 1429. On August 17, 1960, the administrator of the Federal Aviation Agency issued an order suspending his airman mechanic certificate for a period of thirty days.
