Petitioner Somlo seeks a review of Civil Aeronautics Board Order No. S 1291 which suspended his pilot's certificate for a period of six months. Petitioner was charged with violating Sections 61.3(a) and 61.131(b) of the Federal Aviation Regulations. These Regulations had been promulgated under authority contained in Section 601 of the Federal Aviation Act of 1958, 49 U.S.C. § 1421.
