Petitioner seeks review of the denial by the Physical Therapists Examining Board of her application for registration as a physical therapist in the District of Columbia without examination.1 Her application was first rejected by the Board in September 1963, but upon appeal, we remanded for a proper hearing as required by our decision in Corbett v. Kinlein, D.C.App., 191 A.2d 246
