By complaint filed September 23, 1966, plaintiff, suing "for himself and for the benefit of all the other water and sanitary sewer users" of the City of Billings, questions the validity of proceedings authorizing the issuance of revenue bonds in the sum of $4,000,000 for the reconstruction and extension of the City's municipal storm and sewer system, and seeks to enjoin the City from collecting any rates and charges...
