The plaintiffs are twenty-seven out of ninety-four business concerns in the so called Kendall Square Industrial Area (the Area) in the city of Cambridge. The defendants are the city, the city council, the city manager, and the Cambridge Redevelopment Authority, herein sometimes called the Cambridge defendants.
