Plaintiff contracted with the Department of the Air Force to construct 290 family housing units at Niagara Falls Municipal Airport, Niagara Falls, New York. The amount of the contract, as originally executed, was $4,762,000 or about $16,420 per unit. The amount was later increased by a supplemental agreement to $4,784,985 or $16,499 per unit.
