There are two problems in this case: (1) Are nonacademic employees of state colleges excepted from civil service? Appellant association, on behalf of some of these employees, says no; the Attorney General, speaking for respondents, the trustees, the State Personnel Board and other officers, says yes. (2) Was it unconstitutional for the Legislature to transfer the functions of a division of the State Department of Education, theretofore within civil service...
