This controversy involves certificates of public convenience and necessity issued, before this proceeding was begun, by the State Corporation Commission under the Petroleum Tank Truck Carriers' Act (Chapter 12.2, Title 56, § 56-338.19 et seq., Code of Virginia of 1950).
