The appellants, (who were the defendants below), Brosius Development Corporation and Brosius Homes of Hagerstown, Inc. (closely affiliated corporations, hereinafter referred to as "Brosius") were the owners and developers of a subdivision known as Greystone Manor in the north central part of the City of Hagerstown, ("the City"), the appellee.
