This is an original proceeding for writ of prohibition sought by the City of Thornton, as petitioner, and Northwest Utilities Company as intervenor, against the Public Utilities Commission to prohibit enforcement by that body of its decision No. 63596 purporting to set aside and hold for naught a consummated sale of water and sewage facilities by Northwest Utilities Company to the City of Thornton.
