We withdraw our former opinion and substitute the following:

This case involves two applications to the Texas Water Commission, one, on the part of the City of San Antonio and its Water Works Board of Trustees requesting 100,000 acre feet of water from the Canyon Dam Reservoir in Comal County for municipal purposes, the other on the part of the Guadalpe-Blanco River Authority requesting water from the same source and for the same purposes...
