The major problem in this appeal from a denial of a preliminary injunction is whether the controversy between the Union1 and the Carrier2 is a minor dispute under the Railway Labor Act. Scarcely concealed behind the facade of this misnamed major-minor figure, is the basic question whether a carrier, after a timely demand for bargaining, has to bargain before it may put into effect...
