The appellant, a taxpayer and voter in the City of San Carlos, filed a petition for a writ of mandamus with the superior court in San Mateo County, asking that the court compel the city to rescind a certain municipal ordinance and cancel a contract with the County of San Mateo entered into under authority of the ordinance.
