They seek an injunction permanently restraining the city, its employees and agents from (1) constructing, or planning the construction of, a city hall within the confines of a tract of land in that city, commonly known as the Mathews estate, and claimed by the plaintiffs to be a public park, and (2) committing any public funds for such purposes.
