Plaintiff, Robert W. Negrich, now an inmate of the Pennsylvania State Correctional Institution at Huntingdon, was confined at the Westmoreland County Prison on November 9, 1963, awaiting trial on a charge of armed robbery. A prison breach took place on that date. Five other prisoners escaped, but were caught. They implicated Negrich.
