Relator seeks to enjoin the Deputy Registrar of the Bureau of Vital Statistics for the City of New Orleans: (1) from placing the racial designation "Negro" or "Colored" upon relator's birth registration, and (2) from placing such racial designation on records pertaining to members of relator's family (whose registrations directly affect relator).
