Herbert F. Krucker, hereinafter called petitioner, brought an original proceeding for a writ of mandamus in this Court to compel Samuel P. Goddard, Jr., Governor of the State of Arizona, hereinafter called respondent, to transmit petitioner's application to the State Treasurer for certification and payment.
