The petitioner, Robert Joseph Spriggs, a prisoner of the State of North Carolina, hereinafter referred to as petitioner, has filed with this Court a petition for a writ of habeas corpus, and accompanied same with an affidavit of poverty. An order has heretofore been entered permitting the petition to be filed without the prepayment of costs or fees, or security therefor.
