This action is based upon a contract entered into by plaintiff, a California corporation, and the Department of the Army. The contract which provided for the construction of a Capehart housing project1 was performed by plaintiff. In its petition, plaintiff seeks to recover the amount of $92,216, plus interest, which amount defendant required plantiff to place in escrow prior to final settlement of the contract. Each party...
